Ruvi is a member of Max Malini's gang of circus bank robbers.
In the Pilot, he teaches The Cape the fine art of hypnosis, after using it to make Vince put on women's underwear. Vince later masters the technique and uses it as payback against Ruvi, making him put on a lacy red bra. In retaliation however, Ruvi hits him.
Ruvi is constantly reminding Vince to "Not get cocky," every time Vince slips up, such as when he is almost killed by Cain in the pilot episode, and when he tried to challenge Rollo in "Scales".
